Update: I got a toilet bolt kit from Home Depot. The flat head was still much too small to stay in the miter slot. However, the washers that came with it work perfectly - it doesn't really matter the size of the head (the bolts that came with my hold downs work fine now with the washers). Ray as Stick said all you have to do is to remove the clips and prey the pivot apart a few millimeter so that the pipe fits over the small tab. Then just use a needle nose plier to put the clips back again.
